Dear Rainer,
thank you for this little addition. What did really
surprise me about the police was that nobody seems
to care about bicycles in Tokyo. Most of them are
virtually unlocked. (And there are not so many really
expensive brands around - as far as I recognized)
So when the police arrested me my first thought was
What kind of fuzz do they make about bicycles here?
The state of locks show me that there are no
bicycle thiefs around.
So concerning your intervention the same must hold true
for "drugs" and "color" (which may be - in that order -
the bigger "problems" here in Frankfurt), if they arrest
you because of "drugs" you wont understand what
"drug" means to them. I never has any relation to
the real substance. Its this abstract notion of
"security" which drives the executive to act in this
or that way. "Drug" or "color" is merely an excuse.

P.S:
By the way - were going to have an informal meeting
here in FFM in JAnuary about Inner City and Security
with various groups from all over Germany.
